Yes. You complete one framework and keep your PDF report as long as you wish. The only limits: the report is not shareable via secure link, and you stay on a single framework at a time.

No. Tier 2 is an add-on activated only on top of a paid Tier 1 (Standard, Plus or Pro). The logic is simple: you cannot remediate what is not measured over time.
